ABOUT ME

Janet R. Decker teaches school law courses to undergraduate, master’s, doctoral, and law students. She holds a law degree from IU's Maurer School of Law and Ph.D. in Education Policy Studies from IU's School of Education. 


Dr. Decker primarily researches legal and policy issues in special education, but also studies charter schools and the legal literacy of educators and administrators. In 2015, Teachers College Press (Columbia University) published How to prevent special education litigation: Eight legal lesson plans which she coauthored with Umpstead, Brady, Schimmel and Militello. 
Dr. Decker's publications have also appeared in education and legal journals including Northwestern Journal of Law and Social Policy, Vanderbilt University's Peabody Journal of EducationJournal of School Choice, West’s Education Law Reporter, Indiana Journal of Law and Social Equality, BYU Education and Law Journal, and Utah Law Review. 

Dr. Decker became interested in special education policy when she taught students with autism at the Princeton Child Development Institute. She has also worked at the Maurer School of Law’s Family and Children Mediation Clinic, the Center for Evaluation and Education Policy, and the University of CincinnatiIn 2011, the Education Law Association (ELA) awarded her the Joseph C. Beckham Dissertation of the Year Award for her research analyzing autism charter schools and Applied Behavior Analysis (ABA) litigation. Dr. Decker was the lead editor of The Principal's Legal Handbook and co-editor of the Guide to Special Education Law. She also serves on ELA's Board of Directors.
